Nikole Hannah-Jones, a reporter with ProPublica, a non-profit investigative news organization, has published her year-long investigation of the federal enforcement of fair housing legislation from the 1960s.The first story looks at the history of enforcement and the second zeroes in on Westchester County and the federal government’s failure to enforce fair housing law here.
Westchester County was sued in 2006 for alleged violations of fair housing laws and the lawsuit was settled in 2009. As fights have unfolded over enforcement of the settlement, Westchester has become one of two places from which the feds have withheld block grant money in an effort to force compliance with fair housing law. Under County Executive Rob Astorino, the county has fought with the Department of Housing and Urban Development over several facets of the housing settlement, especially the provision on source-of-income legislation, which is at the Court of Appeals.
